Diablo 4 Will Not Implement Map Overlay At Launch; Why?
A vital quality-of-life addition to any action RPG is a simple map overlay that you can toggle on or off while you’re killing monsters and opening treasure chests/breaking barrels for loot. For reasons unknown, Blizzard will not be implementing this feature onto Diablo 4 at launch.
Blizzard has no plans to add this staple option in Diablo 4. In the beta and in the final game, your only option is to rely on the top-right corner minimap, or open up an opaque map that forces you to stand still. Given that the team is making a ton of changes for launch, this exclusion seems odd.

Diablo 4 will be out on 6th June for PC and consoles. There will be a livestream of the game on 21st April at 2am GMT+8.
