The synopsis reads:

Season two of “What If…?” continues the journey as The Watcher (voice of Jeffrey Wright) guides viewers through the vast Multiverse, introducing brand-new and familiar faces from the MCU. It’s Essentially A Sequel To The First Season’s Captain Carter Episode

The episode begins with the version of 2012’s The Avengers but with Captain Carter instead.

HYDRA Stomper Is Back

The rest of the episode is essentially a retelling of 2014’s Captain America The Winter Soldier, but with Steve Roger’s HYDRA Stomper in place of Bucky.

Meanwhile, in this universe, Bucky Barnes is now the Secretary Of the World Security Council and SHIELD.
